About the project
The project “Active councils – Youth in action!” is a multi-year programme to strengthen Youth City Councils in Poland, implemented from March 2025 until the end of 2027. We combined three pillars: developing the competences of young councillors and their supervisors, building a digital backbone for Youth City Councils, and networking and mentoring activities. From the outset, the project was designed as a staged process: first, solid competence and organisational foundations, followed by the development of grant, international and ambassador components.
Process
In the stage completed by the end of 2025, we focused on training and on preparing tools that streamline councils’ day-to-day work. The key activity was the “Competent Young Local Government Representative” programme delivered in four modules: the basics of how Youth City Councils operate, social project management, communication and PR, and civic participation. In parallel, we launched a track for youth supervisors so that support would cover not only councillors themselves, but also the people who accompany them at the local level.
At the same time, we also developed a web platform for Youth City Councils. In 2025, we delivered the preparatory stage (workshops and specification) and work on the core modules: organising the council’s activities, task management, and educational resources. As a result, already in the first stage a practical framework of a tool was created to support councils across Poland.
In the subsequent stages of the project (2026–2027), we planned: the “Youth Idea Incubator” with mentoring and support for local initiatives, the international programme “YCC Go Global”, the development of the ambassador programme, and the “Youth Inspirations” competition.

Impact
What changed thanks to the project
By the end of 2025, the most important outcome was building real foundations for the long-term strengthening of Youth City Councils. A structured training programme gave participants a shared working language: from formal and legal issues, through planning and delivering projects, to communication and consultation processes. This stage increases the independence of young councillors and makes it easier for them to cooperate with local governments.
A second important result of the 2025 stage was launching work on digital infrastructure for Youth City Councils. This gave councils a starting point for further standardisation of documents, better activity planning, and easier exchange of experience between cities. We treat this stage as the foundation for the 2026–2027 activities, when the project moves into the phase of incubating initiatives, international cooperation, and disseminating good practices.
